To approve the minutes of the meetings held on 15 October 2015 and 19 November 2015.

Councillors Bainbridge, Ellis and Mrs McKerrell have called in for scrutiny Officer Decision OD.184/15 – Appointment of Leisure Contract Retender Advisor taken by the Deputy Chief Executive.

The reason given for the call-in is:

"This Panel has concerns that £125,000, such a significant amount of resource is going to be used to employ outside consultants"

(N.B.   The above reason does not confine the areas of questioning which Panel Members may pursue when examining the decision)

The Deputy Chief Executive and the Culture Leisure and Young People Portfolio Holder has been advised of the call-in in order that they may consider representation at this meeting.

In dealing with a call-in, the Panel can –

(a)          Refer the matter back to the decision making body, in this case the Deputy Chief Executive, for reconsideration setting out in writing the nature of its concerns;
(b)          Refer the matter to full Council; or
(c)          Not refer the matter back to the decision making body, in which case the decision shall take effect from the date of this meeting.

To consider a report providing an overview of matters related to the work of the Community Overview and Scrutiny Panel, together with the latest version of the Work Programme and details of the Key Decisions items relevant to this Panel as set out in the Notice of Executive Key Decisions.

(Economy, Enterprise and Housing Portfolio)

The Panel will receive presentations from Mr Butterworth, Riverside Cumbria's Director for Cumbria, Ms Monk, Director of Assets and Homes with Impact Housing Association and Mr Armstrong, Housing Services Director with Two Castle, commenting particulary of the impact on their service delivery as a result of Right to Buy, Pay to Stay, Universal Credit etc and how they work together to ensure high quality services to current and potential tenants'.  They will also provide an update on their immediate and on-going response to the recent floods.
