St Cuthbert's Garden Village Housing Infrastructure Fund

Direct appointment of HIVE Land and Planning (contract value £20,000), across 2020, to enable continued support on the monitoring and fulfilment of HIF obligations (including the preparation of the Interim Housing Delivery Statement) linked to the draw down of funding for the Carlisle Southern Link Road.

Reason for Decision

To ensure adequate capacity and expertise is in place to help ensure contractual obligations upon the City Council arising from the HIF investment in the District are fulfilled. Direct appointment reflects the unique nature of HIVE’s services as well as the need for expediency and importantly continuity on this occasion.

Details of alternative options considered

The decision not to appoint would risk the City Council failing to meet obligations upon it, which could result in investment being lost and the delivery of the Carlisle Southern Link Road and St Cuthbert’s Garden Village being prejudiced.
